ارزیابی يکپارچه عدالت بالفعل فضایی در دسترسی به تسهيلات پايه شهری به روش ارزيابی چندمعياره فضایی؛ موردپژوهی: شهر اردبيل
در برنامهريزي توسعة فضايي از طريق توجه به موضوع عدالت توزيعي در فضاهاي شهري سازوکار تحقق عدالت اجتماعي فراهم ميشود. اساس عدالت فضايي توجه به توزيع عادلانة تسهيلات پايه در سطوح شهري است که مبتني بر توجه همزمان به معيارهاي فضايي و غير فضايي در دسترسي، يا به بياني توجه به «دسترسي بالفعل» مبتني بر نياز واقعي، علاوه بر دسترسي بالقوه مبتني بر معيارهاي تراکم و تجمع است. هدف اصلي در پژوهش پيش رو، با تأکيد بر مفهوم عدالت فضايي در توزيع انواع تسهيلات پايه، يافتن راهکاري براي تحليل وضعيت عدالت فضايي شهر اردبيل از طريق عرضة چارچوب يکپارچة ارزيابي است. علاوه بر اين، با هدف لحاظ کردن تقاضاهاي بالفعل، همزمان با تقاضاي بالقوه در ارزيابي وضعيت عدالت فضايي، سازوکاري براي تلفيق تقاضا و نيازِ گروههاي مختلف تقاضا (سني و تحصيلي) با معيار دسترسي تعريف شده است. با اين نيت در ارزيابي وضعيت در سطح موردپژوهي منتخبِ «مناطق چهارگانة شهر اردبيل» از روشهاي نوين تحليل جغرافيايي شامل روش حوزة نفوذ شناور دومرحلهاي بهبوديافته براي سنجش بالقوة دسترسي فضايي حملونقل عمومي و روش حوزة نفوذ شناور سهمرحلهاي براي اندازهگيري دسترسي بالقوة فضايي به تسهيلات آموزشي، درماني، و فرهنگي و نيز روشهاي ارزيابي چندمعيارة فضايي و تحليلهاي آماري فضايي استفاده شده است. يافتههاي پژوهش مؤيد آن است که، به لحاظ عدالت يکپارچة فضايي، منطقة يک اردبيل هم به لحاظ تقاضاي بالقوه و هم تقاضاي بالفعل محروميت نسبي بالاتري در قياس با ساير مناطق دارد. خروجي اين مدل يکپارچه در پشتيباني از تصميمگيريهاي برنامهريزان شهري بهراحتي قابل نمايش و تفسير است.
